Mr. Chong attended the University of Notre Dame where he majored in government and international
relations. He graduated with a Bachelor of Arts degree in 1974. He received his Juris Doctor degree from Saint Louis University
School of Law in 1977. He was admitted to the Hawaii Bar in 1978.
Mr. Chong began his legal career as a law clerk for the late Honorable Chief Justice Herman T. Lum of the Hawaii
Supreme Court. Mr. Chong also clerked for the Honorable Betty Vitousek, the Honorable Arthur Fong, and the Honorable Patrick Yim,
now all retired judges on the First Circuit Court, State of Hawaii. Before joining the firm, Mr. Chong was an associate attorney
with Edmunds, Hall & Weinberg. He is a frequent lecturer on matters involving Hawaii's employment and workers' compensation laws.
Mr. Chong is a member of the Hawaii State Bar Association, American Bar Association and Phi Alpha Delta Law
Fraternity International. He has been a member of the Board of Examiners of the Hawaii Supreme Court since 1979 and has served as
its Chair since 1993. He is a member on both the Council of Bar Admission Administrators and the National Conference of Bar
Examiners. He currently serves as a Trustee on the Board of Trustees for the National Conference of Bar Examiners. Mr. Chong
is presently an arbitrator for the Panel of Arbitrators of the First Judicial Circuit, State of Hawaii.
In 1991, Mr. Chong was appointed by the Hawaii Supreme Court to serve as a hearing committee member for the Office
of Disciplinary Counsel and remains actively involved in a wide range of disciplinary proceedings of attorneys licensed in Hawaii. In
2001, Mr. Chong was appointed by the Honorable David Ezra, Chief U.S. District Judge, District of Hawaii, to serve a three-year term
(2001-2004) as a member and participant of the select Federal District Court Judicial Conference.
In 2005, Mr. Chong received the C. Frederick Schutte award presented by the Hawaii State Bar Association for his
service to Hawaii’s bar admissions process. In 2007, he received the Justice Award, presented by the Young Lawyer’s Division of the
Hawaii State Bar Association for his service to the Judiciary. He is listed in the Best Lawyers in America and The Best
Lawyers in Hawaii in the area of workers’ compensation law.
